10 are arrested in Moscow in a silent rights protest

Soviet police seized about 10 people Monday night who removed their hats in a central Moscow square in a traditional silent protest to mark International Human Rights Day. The demonstration by the statue of the 19th-century poet Alexander Pushkin, which bears an inscription to liberty ''in a cruel age,'' has become an annual tradition marking the 1948 UN Declaration of Human Rights.
