Bernard Kalb of TV named State Department spokesman

Bernard Kalb, a veteran diplomatic correspondent for network television, has been named State Department spokesman, succeeding John Hughes, who has resigned to return to journalism, Mr. Hughes announced yesterday. The appointment takes effect Jan. 1.

The resignation of Mr. Hughes, who had been an assistant secretary of state since July 1982, was expected. Hughes is a former editor of The Christian Science Monitor and owns several newspapers in Massachusetts.
