Sunday's presidential election in Uruguay - which it appears Julio Sanguinetti won - is a key step toward ending 11 years of military rule in the second-smallest South American nation. Charges of voting irregularities have surfaced but it appears the politically conservative Sanguinetti will be inaugurated March 1. He faces 100 percent inflation and a restive opposition.
