Moscow ready for fresh talks on arms cuts, Chernenko says

President Konstantin Chernenko said Monday that Moscow was ready to make a fresh start on arms talks with the United States, without conditions, British opposition Labour Party leader Neil Kinnock said. He said Mr. Chernenko had stressed that the Soviet Union believed the time had come for new thinking by both sides. He said Chernenko had convinced him during a 100-minute meeting that Moscow was ''sincere and firm in its determination'' to work for new agreement with Washington.
