Study urges letting workers ease out of social security

The Heritage Foundation, a conservative think tank, is urging the White House to allow workers to withdraw gradually from the social security system and to scale back medicare.

A foundation report recommends guaranteeing all retirees their promised benefits, but allowing workers to shift 20 percent of their social security taxes into ''super Individual Retirement Accounts,'' starting in January of 1986 . They would continue paying the full tax but would get an offsetting income-tax credit.
