Chad famine brings aid plea; regime accused of killings

The League of Red Cross and Red Crescent Societies, citing a ''disastrous drought'' in Chad, appealed Thursday for emergency food and medical aid for some 140,000 of the victims affected worst. The league is seeking about $11.4 million.

In London, Amnesty International accused government soldiers in Chad of carrying out hundreds of summary executions and random killings in the past two months. It blamed a drive by security police and the presidential guard of President Hissein Habre against opposition forces in Chad.
