Managua accuses Washington of inciting terrorism via CIA

The US ambassador to Nicaragua, Harry E. Bergold Jr., was called to the Foreign Ministry here and given a letter by Nicaraguan Foreign Minister Miguel D'Escoto accusing the United States of inciting terrorism. The letter referred to a CIA booklet on guerrilla warfare, which the CIA has since recalled.

The note also accused Washington of encouraging opposition parties to boycott Nicaraguan elections planned for Nov. 4.
