Bush says Reagan may take responsibility for CIA guide

Vice-President George Bush suggested Tuesday that President Reagan will ultimately ''take the responsibility'' for distribution of a CIA guerrilla warfare manual to antigovernment forces in Nicaragua. And, although he said he had not read the manual and was not prepared to pass judgment on it, Mr. Bush labeled it the product of brutality on both sides of the conflict there.
