Reagan orders CIA to study manual for anti-Sandinistas

President Reagan ordered the CIA Thursday to investigate ''the possibility of improper conduct'' on the part of CIA employees in preparing a handbook for Nicaraguan guerrillas that suggested the use of political assassination and other tactics. ''The administration has not advocated or condoned political assassination or any other attacks on civilians, nor will we,'' said a statement released by the White House.
