Computers held up $2 billion in social security, report says

About 2.5 million social security recipients who were still working in 1979 and '80 were underpaid about $2 billion in benefits because of computer delays in compiling their work records, congressional auditors said Thursday. The General Accounting Office said in a report that they were underpaid about $23 a month until the underpayments were rectified.
