Shultz: report shows breaches of arms agreements by Soviets

A report on Soviet compliance with arms control agreements with the United States will describe what appear to be ''pretty direct violations,'' Secretary of State George Shultz said Wednesday.

Some 18 violations are listed in the report, which was drafted by President Reagan's General Advisory Committee on Arms Control and Disarmament. It will be released next week.
