Mondale economic program is a reversal, Bush charges

Vice-President George Bush attacked Walter Mondale's new economic program Monday as a reversal of his earlier proposals and said, ''The leopard is really changing his spots.''

Campaigning here with Sen. Jesse A. Helms (R) of North Carolina, who is locked in a tough reelection fight against Gov. James B. Hunt Jr., the vice-president also shrugged off Mr. Mondale's challenge for President Reagan to disclose his own economic blueprint for next year. Mr. Bush said Mr. Reagan has earned a reputation for cutting the growth of government spending and will not speed up the presentation of the federal budget before its regularly scheduled date next January.
