Mrs. Burford withdraws on environmental post

Anne M. Burford, the controversial former Environmental Protection Agency chief, withdrew yesterday from her appointment as head of the National Advisory Commission on Oceans and Atmosphere, which she had ridiculed as ''a joke'' and ''a nothing burger.'' Deputy White House press secretary Larry Speakes said President Reagan was notified of the resignation this morning and accepted it. Her appointment, announced July 9, was roundly denouced by environmentalists.
