India begins shakeup of Punjabi government

The Indian government appointed a new governor for troubled Punjab State Saturday and promised a thorough shakeup of the police and civil service in the wake of the bloody Sikh crisis.

The new governor, K. T. Satarawala, a veteran administrator and former chairman of Indian Airlines, replaces Bhairab Dutt Pande, who resigned earlier in the day along with Pritam Singh Bhinder, the state's police inspector general.

Authoritative sources said the resignations were linked to a just-concluded government investigation which charges the state administration with failing to realize the strength of the extremist movement and the number of weapons it had stockpiled in Sikh temples.
