Former rights officials assail US enforcement

A group of former US civil rights commissioners accused the Reagan administration Tuesday of attacking affirmative-action programs and ''gutting the enforcement'' of job discrimination laws.

In a 184-page report on affirmative action, the private Citizens Commission on Civil Rights said the administration has ''launched a concerted attack on affirmative action remedies in the courts and has sought to weaken regulations governing the use of goals and timetables.''

The report cited staff cuts in federal agencies that enforce affirmative-action programs and revised regulations that lower compliance requirements.
