Jackson ruled ineligible for matching funds . . .

The Federal Election Commission voted 6 to 0 Thursday to make the Rev. Jesse L. Jackson ineligible for matching funds effective June 21 because he received less than 10 percent of the vote in the last three Democratic primaries.

The action should have little practical effect on the Rev. Mr. Jackson's campaign. If he loses the race for the Democratic nomination, he will still be eligible for matching funds to retire his campaign debts.

Jackson could avoid the loss of eligibility if he gets 20 percent or more of the vote in the final round of primaries Tuesday in New Jersey, California, and three other states.
