Soviets unlikely to return to talks soon, visitor says

West German Foreign Minister Hans-Dietrich Genscher said Tuesday, after a meeting with Soviet President Konstantin Chernenko, that his talks with Soviet leaders gave him no cause to expect Moscow to return to arms control talks before November.

A Genscher aide said the Germans got ''a bad feeling'' about East-West relations after his meeting with Foreign Minister Andrei Gromyko Monday. ''The message given Genscher is that Moscow is not prepared to make any moves whatever to improve East-West ties,'' the aide said. ''It looks as if the Kremlin is going to play tough, at least until the US presidential election and possibly beyond that as well.''
