Marcos will not be fair, Philippine cardinal says

The archbishop of Manila said Sunday, at a church here, that it has become clear the government of Philippine President Ferdinand Marcos ''has no intention of being fair and letting the opposition win.''

In a separate address at the Brandeis University commencement, Jaime Cardinal Sin said poverty in his country was ''like a roaring lion devastating our countryside and devouring our youth.''

An outspoken critic of Mr. Marcos, Cardinal Sin likened the lack of truth and freedom to a dried up stream ''that can no longer quench one's thirst. The injustice of our system is like a plague of locusts tormenting our daily lives.''

The cardinal received the honorary doctor of humane letters degree at the ceremony.
