Mexican president beards US on its policy in region

Mexican President Miguel de la Madrid said Wednesday his country rejected all military plans for Central America as well as President Reagan's view that conflicts in the region threatened US security.

''We maintain that dialogue and a negotiated solution to the conflicts are possible,'' Mr. de la Madrid told a joint session of Congress.

In a strongly worded address on issues affecting the hemisphere, he called for a new kind of relationship with the United States, eliminating ''any shadow of subordination.''

The Mexican leader, apparently referring to congressional revision of trade legislation affecting Latin America, said necessary cooperation between the region and the United States should be free of ''political conditions and discriminatory criteria for impossible reciprocity.''
