Military moves need early coverage, US chiefs told

A special panel has told the nation's military chiefs they should accept the role of news reporters as ''watchdogs'' and that news coverage of military operations should be permitted ''as soon as possible and as feasible'' after they begin.

These thoughts were advanced by the 14-member panel in a report submitted recently to Gen. John W. Vessey Jr., chairman of the Joint Chiefs of Staff, who asked for the study.
