Cecil B., er, Konstantin U. wants films to shape up

The Communist Party, reflecting President Konstantin U. Chernenko's conservatism and reported interest in films, criticized ideologically ''weak'' movies and moviemakers Sunday and ordered the industry to get its productions back on the party line.

In a sweeping proclamation

that took up a third of the front page of its newspaper, Pravda, the party called for a major program to rebuild antiquated studios, replace obsolete equipment, and create new movie theaters around the country.

The statement by the party's Central Committee appeared to bear the stamp of Mr. Chernenko, who has spent most of his life as a party propaganda and ideology specialist. Chernenko has scorned movies that focus on themes other than the achievements and goals of communism.
