Today, Japan and the United States are cooperating in a relationship of mutual dependence and friendship to an extent unprecedented in our history. There inevitably arise points of friction.

It is my belief that mutual understanding and friendly relations, based on correct knowledge and nurtured carefully over time, will provide a proper context for the solution, through reasonable and constructive discussion, of these occasional problems.

Mutual understanding is, indeed, our greatest task.
