Britons rate Thatcher as tough but effective

After five years under her rule, a majority of Britons regard Prime Minister Margaret Thatcher as the toughest prime minister to govern Britain since Winston Churchill, a poll published Sunday said.

The poll, carried in the liberal Observer newspaper, also indicated most Britons thought that Mrs. Thatcher was too right-wing but that she's doing a good job.

The prime minister made it clear Sunday she plans to run for a third term, unprecedented in this century, in the next general election, expected in 1988.
