Shultz scores Libya on London incident

Secretary of State George Shultz accused Libya Wednesday of being an international troublemaker and cited the shooting from the Libyan Embassy in London as the latest example.

Mr. Shultz made the comment during a news conference with Asian reporters via satellite television on his and President Reagan's scheduled trip to China next week. (See story on Page 1.)

The United States has branded the London incident as ''absolutely scandalous.'' State Department spokesman John Hughes said Tuesday it violated all international norms.
