Peru waits out strike while police seek bombers

Ignoring a nationwide state of emergency, students and workers blocked highways Thursday and police drove government buses in a 24-hour general strike to protest government economic policy. Police sources said some 100 guerrilla suspects were arrested after a series of bombings throughout the capital.

Police said guerrillas of the Maoist Shining Path group exploded dynamite bombs in at least 10 locations, including banks, a police station, an Army barracks, shopping centers, and near the US Embassy. At least a dozen people were injured.

Civil rights were suspended Wednesday in an effort to stop the strike. The suspension allows police to make arrests and search homes without warrants, forbids public and private meetings, allows suspects to be held by police indefinitely before charges are filed, and prohibits travel within the country without special permission.
