Correction
A Jan. 19 item stated incorrectly that Radio Free Europe and Radio Liberty are overseen by the US Information Agency (USIA). These stations, in fact, are activities of the Board for International Broadcasting. The USIA runs the Voice of America. The Monitor regrets the error.
