Polish underground stirs with new calls to action

The Solidarity underground vowed Monday to step up resistance against the Communist regime and called on supporters of the outlawed trade union to form secret cells to avoid police surveillance.

An underground publication circulating Monday charged Poles with apathy, and a right-wing group said former Solidarity leader Lech Walesa was losing his authority by failing to come up with a plan of action.
