Kissinger proposes special envoy to the Soviet Union

Brent Scowcroft is emerging as a possible US special envoy to Moscow in an attempt to repair US-Soviet relations, reports Monitor contributor David Fouquet. Tha post, similar to one already established to deal with Middle East questions, was suggested by former Secretary of State Henry Kissinger, for whom Scowcroft had worked in the Nixln and Ford administrations.

Senior American diplomats here said the recommendation seemed to have administration approval.

Kissinger's proposal was first made public at a conference here Friday sponsored by the Georgetown University Center for Strategic and International Studies.
