Top children's books for '83 are announced

The winners of the 1983 Newbery and Caldecott Medals for books were announced at the midwinter meeting of the American Library Association in Washington Monday. The medals will be presented at the association's early summer meeting. The Newbery Medal, awarded to the most outstanding children's book each year, will go to ''Dear Mr. Henshaw'' (Morrow), by Beverly Cleary. The Caldecott Medal , honoring the most distinguished American picture book of the year, will go to illustrators Alice Provenson and Martin Provenson for ''Glorious Flight: Across the Channel with Louis Bleriot'' (Viking). The two winners were selected from over 2,000 children's books published last year.
