Peru extends military rule to more Andean provinces

The government expanded emergency military rule Tuesday to two more Andean provinces and sent troops after Maoist guerrillas who killed 16 policemen and Indians, including a mayor, in a 24-hour period.

President Fernando Belaunde Terry declared a 60-day state of emergency and suspended civil rights in the provinces of Lucanas and Huancavelica, near Ayacucho. The decree brought to 11 the number of Andean provinces in which emergencies have been declared.
