Michigan governor faces set-to on abortion issue

Gov. James J. Blanchard faces a showdown with the Legislature because of his veto of a ban on welfare abortions. ''When government does not provide funding necessary for choice, it indirectly and unfairly discriminates against women who happen to be poor,'' Mr. Blanchard said Monday in vetoing the bill.

The Senate is likely to override the veto, but the House vote remains too close to call.
