North-South differences divide summit meeting

Commonwealth leaders failed Monday to resolve North-South differences on monetary reform, but they called for urgent work to answer third world grievances.

The 48-nation Commonwealth summit announced an eight-nation study, including both poor and rich countries, on international monetary, financial, and trade issues. But Commonwealth Presidents and prime ministers said, ''There is a widespread belief among us that it will be necessary to discuss these issues at an international conference with universal participation."
