It's easy to tell the difference between British Prime Minister Margaret Thatcher and Queen Elizabeth - one is married to a taxpayer, while the other ''does lots of reigning.'' That, at least, is how some British schoolchildren told them apart when asked for guidance by a visiting Canadian TV show host, John Kastner.
