Thatcher, in Canada, stresses NATO arms

British Prime Minister Margaret Thatcher said Monday the United States was not to blame for increased East-West tensions and stressed the need for NATO to have adequate arms. Mrs. Thatcher also said the USSR was a country ''which does not have the same attitude towards the importance of the individual as we do.''

Her comments came at the start of her first visit to Canada as prime minister. She will have separate talks with Prime Minister Pierre Trudeau and new Conservative Party leader Brian Mulroney before addressing Parliament.
