South African Parliament approves constitution plan

The South African Parliament approved a controversial proposed new constitution Friday which would give limited political power to Indians and Coloreds (people of mixed race). But the government has promised that the power-sharing plan would go into effect only if approved by South Africa's white minority in a referendum Nov. 2.

Meanwhile, former President John Vorster passed on Saturday. He was toppled from the presidency by a 1979 scandal after he led the country for 12 years as prime minister.
