UN meeting on Palestine ponders draft declaration

Arab states were seeking to toughen a draft declaration prepared for a UN Palestine conference that began here yesterday under massive security protection. A working paper written by a UN group calls for action to give the Palestinian people self-determination and an independent state, but is vague on how this should be achieved.

The United States and Israel are both boycotting the conference, while most West European nations have only sent observers.
