Barbara Honegger, a Justice Department official who worked on President Reagan's program to change sexually discriminatory laws, has resigned after accusing Mr. Reagan of reneging on his commitment to women. In an article published Sunday in the Washington Post, Ms. Honegger said Reagan had failed to change laws biased against women. Meanwhile, the President's oldest daughter, Maureen, has agreed to take a job with the Republican Party to help her father overcome his poor standing with women.
