Robert Simon, who camped out for five days in front of a bank to get a voucher for a state-subsidized, 11 percent mortgage, figures it was time well spent - $750 an hour's worth. Mr. Simon was the first in a long line outside the headquarters of the Boston Five Cent Savings Bank, which was issuing the mortgages on a first-come, first-served basis. ''I'm saving $18,000 a day, or $ 750 an hour,'' said Mr. Simon, who estimates he will avoid paying $90,000 over the 30-year life of the mortgage.
