The dog ate the dinner biscuits one night and an ice cream sundae had to be passed up, but Agriculture Secretary John Block said his family of four was well fed during a week on a $58 food-stamp diet. Acknowledging that ''it's impossible to really appreciate the plight of the poor,'' Mr. Block said he now feels better prepared to address the food-stamp issue.
