Franz Josef Strauss, leader of West Germany's right-wing Christian Social Union, said East Berlin is ready for new concessions and negotiations with Bonn. Mr. Strauss, a virulent critic of the Soviet bloc, had just returned from a controversial trip to Eastern Europe. After talks with East German leader Erich Honecker, Strauss said Mr. Honecker had hinted that East Germany was willing to further ease restrictions on its fortified border with West Germany.
