California governor gets budget package

The California Legislature sent Gov. George Deukmejian a $26.8 billion budget Tuesday, ending a partisan fight that delayed passage of the spending plan for a record 19 days.

Meanwhile, the fight over reapportionment has moved into the state Supreme Court. The Democrats filed an appeal asking it to cancel a special election called by Governor Deukmejian to redraw legislative and congressional boundaries. The Democrats had been waiting for Mr. Deukmejian to call the election before they sent him a budget bill. They hoped to trade him the budget for concessions in the reapportionment fight.
