Rita Lavelle, former assistant administrator of the Environmental Protection Agency, pleaded innocent to contempt-of-Congress charges that she ignored a subpoena to appear before a congressional subcommittee.

Miss Lavelle, who was responsible for supervising the EPA's hazardous-waste programs, was dismissed by President Reagan amid congressional allegations of wrongdoing.
