Reagan seeks to upgrade the 'hot line' to Moscow

President Reagan proposed improved ''hot lines'' between the White House and the Kremlin. Saying he wanted to guard against a nuclear conflict, Reagan asked Moscow to agree to measures upgrading communications between himself and Soviet leader Yuri Andropov. Speedier communications were also needed to respond quickly to any terrorist group that acquired nuclear weapons, he said. The ''hot line'' plan included addition of a high-speed facsimile capability for transmission of documents.
