The Congress is playing ethnic politics with an important diplomatic issue: The House Foreign Affairs Committee has voted to cut off aid to Turkey in 1987 if Turkish troops still occupy Cyprus. That pleases the American-Greek community. But does it effectively advance the cause of a solution to the Cyprus problem? It will take two - Greece and Turkey - to reach a settlement, and the US government is likely to get farther with a policy of evenhandedness toward both.
