Abolish capital punishment or speed up the lengthy and unfair process of death penalty appeals, Supreme Court Justice Lewis Powell said at a judicial conference in Savannah, Ga. He said the delays - some lasting years - are unfair to death row prisoners and undermine public confidence in the judicial system.
