Court reinstates Abscam conviction

A federal appeals court reinstated the Abscam bribery conviction of former Rep. Richard Kelly (R) of Florida. The US Circuit Court of Appeals in Washington unanimously overturned a May 14 , 1982, order in which a judge threw out Mr. Kelly's conviction. The ruling is an important victory for government prosecutors. Of the seven congressmen snared in the controversial FBI sting operation, Mr. Kelly's conviction had been the only one compeletly thrown out.
