Gary, Ind., and San Diego elected mayors this week. Richard Hatcher, the first black to run a major city, narrowly won reelection in Gary. Republican Roger Hedgecock defeated a like-minded environmentalist to win San Diego's mayoral election - the city's most expensive race ever.
