More than one-fourth of all children in the US now live in near-poverty households, many of them with single parents, the Congressional Budget Office reports. Poverty rates for children fell from almost 27 percent to 14 percent during the 1960s, rose slightly during the '70s, and ''have risen dramatically'' from 16 percent to 20 percent in the past three years, CBO director Alice M. Rivlin said.
