Soviet jamming of Western broadcasts could lead to chaos on international radio frequencies. That was the verdict of Douglas Muggeridge, a British Broadcasting Corporation managing director, who said the Soviets' widespread jamming was rapidly making nonsense of international conventions. Moscow's spending on jamming equalled the BBC's entire budget on external services, he said.
