US panel delays restart of New Jersey A-plant

The Nuclear Regulatory Commission voted 3-2 to delay restarting the troubled Salem nuclear power plant in New Jersey. It first will decide whether to punish the facility's owners for mismanagement.

The plant, run by Public Service Electric & Gas Company, has been shut down and under investigation by the NRC since February. Agency chairman Nunzio Palladino said the commission will have to hold at least two more meetings, possibly next week, before deciding whether to permit a restart.
